Participants spent the week in DC and Montgomery County, MD learning about federalism and good governance through lectures by expert practitioners and site visits to governmental offices. These visits included the U.S. Congress, the U.S. Drug Enforcement Agency, Montgomery County’s Budget and Management Office, and Montgomery County’s Department of Environmental Protection. Participants wrestled with the intricacies, frustrations, and opportunities that exist within a federalist system. This included the complexities of the legislative and judicial systems, as well as how public goods are delivered at the national, state, county, and city level.
